Özet
2008 yılında yaşanan küresel ekonomik krizin sonrasında birçok ülkede giderek yukarı doğru tırmanan genç işsizliği sorununa çözüm aranırken 1 Aralık 2019 tarihinde Çin’de ortaya çıkan ve tüm dünyada etkisini gösteren Covid-19 salgını bu çözüm arayışlarını zorlaştırmıştır. Salgının yayılmasını önlemek amacıyla alınan tedbirler genç işgücünün istihdamını olumsuz etkilemiştir. Covid-19 salgınının etkisini daha fazla gösterdiği 2020 yılında Avrupa Birliği genelinde genç işsizliği 1,8 puan artarak %16,8 seviyesine çıkmıştır. Türkiye’de ise devletin aldığı sıkı tedbirler neticesinde genç işsizlik oranı bir önceki yıla göre 0,1 puan azalarak %25,3 seviyesine gerilemiştir. Avrupa’nın genelinde genç işsizlik oranı artarken Türkiye’de ise bu oranın düşmesi Covid-19 salgınının olumsuz etkilediği bir işgücü piyasasında genç işsizliğin neden artmadığı sorusunu ön plana çıkarmıştır. Bu çalışmada, Covid-19 salgınının Türkiye işgücü piyasasında yer alan gençler üzerindeki etkileri incelenmiştir. Yapılan değerlendirmeler Türkiye’de devletin salgına karşı aldığı tedbirlerin genç işsizlik oranında azalmaya neden olduğunu göstermektedir.
After the global economic crisis in 2008, while seeking a solution to the problem of youth unemployment, which was gradually increasing in many countries, the Covid-19 pandemic, which emerged in China on December 1, 2019 and showed its effect all over the world, made it difficult to find these solutions. As a result of the measures taken to prevent the spread of the pandemic, the employment of the young workforce was adversely affected. In 2020, when the impact of the Covid-19 pandemic was more pronounced, youth unemployment increased by 1.8 points to 16.8% throughout the European Union. In Turkey, as a result of the strict measures taken by the state, the youth unemployment rate decreased by 0.1 points compared to the previous year and decreased to 25.3%. While the youth unemployment rate increased across Europe, the decrease in this rate in Turkey brought the question of why youth unemployment did not increase in a labor market negatively affected by the Covid-19 pandemic. In this study, the effects of the Covid-19 outbreak on young people in the Turkish labor market are examined. The evaluations show that the measures taken by the state against the pandemic in Turkey cause a decrease in the youth unemployment rate.
