Osmanlı modernleşmesi, Batı Avrupa’daki tabandan yukarıya gelişen dönüşüm deneyimlerinden farklı olarak, devletin varlığını korumayı amaçlayan bürokratik elitler eliyle yukarıdan aşağıya doğru şekillendirilen bir süreçtir. Bu çalışma, Osmanlı modernleşmesini iç ve dış dinamiklerin diyalektik etkileşimi çerçevesinde ele alarak; Tanzimat öncesi köklerden Cumhuriyet’e devredilen kurumsal mirasa kadar uzanan yapısal dönüşümü tarihsel-sosyolojik bir perspektifle incelemektedir. Çalışmada analitik bir araç olarak Michael Mann’ın "despotik güç" ve "altyapısal güç" kavramsal ikilisi kullanılmıştır. Bu bağlamda, II. Mahmud dönemiyle ivme kazanan askeri-idari merkezileşme adımları, Gülhane Hatt-ı Hümayunu ile somutlaşan hukuki rasyonalizasyon ve taşrada Muhassıllık Meclisleri üzerinden yürütülen idari pratikler analiz edilmektedir. Araştırma, Bâb-ı Âli bürokrasisinin geliştirdiği "terakki" vizyonunun ve kurumsal reformların, literatürde Şerif Mardin, Niyazi Berkes, Mümtaz Turhan ve Çağlar Keyder gibi düşünürler tarafından ortaya konan "merkez-çevre gerilimi", "kurumsal-kültürel ikilikler" ve "dünya sistemine çevreleşme" gibi yapısal krizlerle nasıl malul olduğunu tartışmaktadır. Sonuç olarak çalışma, tüm bu idari açmazlara ve toplumsal tabandan kopukluğa rağmen, Tanzimat dönemi kurumsal yapılanmasının modern Türkiye Cumhuriyeti’nin idari, anayasal ve entelektüel altyapısını oluşturan en temel süreklilik zeminini teşkil ettiğini ortaya koymaktadır.
Unlike the bottom-up transformation experiences in Western Europe, Ottoman modernization was a top-down process shaped by bureaucratic elites aiming to preserve the existence of the state. By addressing Ottoman modernization within the framework of the dialectical interaction between internal and external dynamics, this study examines the structural transformation from pre-Tanzimat roots to the institutional heritage transferred to the Republic from a historical-sociological perspective. In this study, Michael Mann's conceptual duality of "despotic power" and "infrastructural power" is utilized as an analytical tool. In this context, the military-administrative centralization steps that gained momentum during the reign of Mahmud II, the legal rationalization embodied in the Edict of Gülhane, and the administrative practices carried out in the provinces through the Muhassıllık Councils are analyzed. The research discusses how the vision of "progress" and institutional reforms developed by the Bâb-ı Âli bureaucracy were afflicted with structural crises such as "center-periphery tension", "institutional-cultural dualism", and "peripheralization into the world system", as put forward by scholars such as Şerif Mardin, Niyazi Berkes, Mümtaz Turhan, and Çağlar Keyder in the literature. Consequently, the study reveals that despite all these administrative dilemmas and detachment from the social base, the institutional restructuring of the Tanzimat period constitutes the most fundamental ground of continuity forming the administrative, constitutional, and intellectual infrastructure of the modern Republic of Türkiye.
