1 Eylül 1869 tarihli Maarif-i Umûmiye Nizamnamesi Osmanlı eğitimindeki modernleşme sürecinin en önemli aşamalarından biri olmuştur. Nizamname ile maarif idaresinin Osmanlı taşrasında yayılmasının temelleri atılmıştır. Nizamnamenin beşinci maddesine göre vilayetlerde Maarif Nezaretinin bürokratik şubelerinin kurulması, yüz kırk üçüncü maddesinde de maarif müdürü reisliğinde her vilayet merkezinde birer maarif meclisi kurulacağı yer almaktaydı. Abdülhamid döneminde yapılan bir kısım düzenlemeler ile vilayetlerdeki maarif teşkilatının bürokratikleşme süreci hızlanmıştır. Bu dönemde vilayetlerde maarif meclisleri ve komisyonları açılmaya başlamıştır. Daha sonra bu meclislere başkanlık yapacak olan ve vilayet maarif idaresinin başında yer alacak olan maarif müdürleri atanmaya başlamıştır. Mamuretülaziz, Van, Bitlis, Diyarbakır, Sivas ve Edirne vilayetleri ile birlikte taşrada ilk maarif müdürünün atandığı vilayetlerden biri olmuştur. Çalışmamızda Mamuretülaziz vilayetinde maarif meclislerinin oluşmaya başlaması, bu meclislerin sancaklara göre dağılımı, üyeleri ve üye yapıları, vilayette görev yapan maarif müdürleri hakkında bilgiler verilecektir.
“Ordinance of Genaral Education (Maarif-i Umûmiye Nizamnamesi), dated September 1, 1869, was one of the most important stages of the modernization process in Ottoman education. With the “Ordinance of Genaral Education”, the foundations of the spread of educational administration in the Ottoman countryside were laid. According to the fifth article of the regulation, it was stated that the bureaucratic branches of the Ministry of Education should be established in the provinces, and in the one hundred and forty-third article, an education council would be established in each provincial center under the head of the education director. With some arrangements made during the Abdülhamid period, the bureaucratization process of the education organization in the provinces accelerated. In this period, educational councils and commissions started to be opened in the provinces. Later, the directors of education, who would preside over these assemblies and take place at the head of the provincial education administration, began to be appointed. Mamuratülaziz became one of the provinces where the first director of education was appointed, together with the provinces of Van, Bitlis, Diyarbakir, Sivas and Edirne. In our study, information will be given about the formation of the education councils in the province of Mamuratulaziz, the distribution of these councils according to the sanjaks, their members and member structures, and the education directors working in the province.
