THE EMPIRICAL RESEARCH ON CIVILIAN ADMINISTRATIVE AUTHORITY SYSTEM

The main objective of the establishment of the Civilian Administrative Authority System is to provide and strengthen the state authority as an alternative to the ones elected throughout the country. As the Civilian Administrative Authority like governors and local district governors who have been trained professionally have done successful and prestigious jobs in either in provinces or in many other institutions of the central administration, especially in the various department of the Ministry of Interior. The indispensable elements of democracy, the change or even development in local governments continue to be experienced continuously. The Civilian Administrative Authority, which has always had its share of change, is constantly diversifying its duties and powers with the establishment of new services and institutions, while decreasing its prestige and power in time. The Civilian Administrative Authority, which is constantly evolving, needs continuous and regular field research due to the new legislation and local government reforms. It is aimed to measure the perception of public opinion on the Civilian Administrative Authority System in the Adiyaman city center and in almost all local districts.
