Foreign schools are one of the main subjects within the context of modernization of the Ottoman education system. Despite the large number of studies about the foreign schools in the Ottoman Empire, there is little independent work on the Muslim children studying in these schools. For the purpose of filling the gap in this area, the Prime Ministry Ottoman Archive summary catalogs were scanned and related documents were obtained. According to the results obtained from the documents, Muslim children attended these schools when there was little or no educational opportunity in the Ottoman provinces. Foreign schools were chosen by the children living in the port cities since they believed these schools provided better education quality than public schools. Therefore, when the Ottoman bureaucrats realized their inability to prevent this situation and believed that it could be dangerous for the future, they started to establish schools that could compete with foreign schools. This study is focused on the number of Muslim children attended in foreign schools in the second half of the 19th century and the contribution of foreign schools to the modernization of the Ottoman education system. Moreover it also investigates to what extend and why Muslim children became interested in foreign schools.
